Research Of Enterprise Resources Optimization In The Multi-project Environment

Multi-project enterprises have trouble with the problem of technology and capital of enterprises, especially the problem of resources optimization between the projects, it has been proved that the favorable resources optimization would improve the implementation of projects, and the appropriate organization structure would help the fulfillment of resources optimization. In this paper, based on the real application, the methods of resources optimization in multi-project enterprises have been presented by analysis of the organization structure and resources optimization.Firstly, the status quo of project and enterprise management theories of home and abroad are reviewed in this paper. By analyzing the merits and demerits of theories, the history and the developing trends of resources optimization methods and structures design theories are studied. Before the resources optimization, an adjustment of adaptability to the organizing structures is carried on for the status quo of multi-projects. Then organizing structures adjusted are stabilized with no change. And the resources optimization has more rooms for operation so that the results of optimization can be put into effect to a large extent.Secondly, the paper makes a thorough analysis on the importance of the good organizing structure environment for the resources optimization. It also states clearly that the adjustment does not follow the new project, but make the one-off structures improvement in the early stage. According to the theories and the problems in the application, the adjustment of adaptability to the organizing structures and the methods of resources optimization are given. Then the corresponding evaluation index system and the asymptotic model of resources optimization are built. In term of organization structure, a set of evaluation index system including the tables of consulting and interviews are designed by analyzing the principles and essential points of design. And based on the diagnosis to the statistical results of theses indexes, the new design scheme of the organization structure is presented. In terms of enterprise resources, a method in which the various factors are added gradually is proposed to solve the problems of heavy resources and complicated restriction types. According to this method, the enterprises can judge the actual productive capacity, and also judge if a new project can be connected to a period of time in the future. If a new project is connected, the necessity to enlarge the productive capacity and the extent of expanding also should be determined.Finally, based on an application of a company in Changsha, combined with the consultation and investigation made for the company, the parts of organizing structures of the company havebeen readjusted. According to this adjustment, simulative application of the resources optimization is carried out with the example of one period of time in the year 2003. Comparison between the consuming time before application and the one after application is made to identify the application effects.
