Study On The Factor Influencing On The Rural Force Transfer In Henan Province

Spare labor totally amount to 28 million at Henan Province countryside, and 46% of them still waiting for transfer. In coming time, the pressure on rural labor transfer in Henan Province will be very great. This dissertation attempts to offer references on promoting rural laborer transfer in Henan Province through studying the function and power of influence factors.The frame of this dissertation is: On the basis of analyzing present status of rural labor transfer in Henan Province, according to push-pull theory, duality economy theory, system changes theory, manpower capital and social capital theory etc. It introduces on quality to illuminate the character and influencing way of restrained factors. On this basis, using Grey relevant analysis draw the grey related order of the factors influencing on the rural force transfer in Henan province. Finally, countermeasure and suggestion are offered.The conclusions of this dissertation are: First is labor characteristic. Because the literacy level of labor is commonly low, most of transfer labor are graduated from middle school and engaged in labor work. Also, most of them are male.Second is the influencing factor. Factors with such four respects as economy, institution and policy, scientific advance and labor, of which positive factors include to development level of the regional economy, relative decline of farmers' income level and economic status, the decline of average farmland, employment fluctuation, scientific and technological progress, national policy on rural labor transfer, policy on industrial development , the high urbanization level and higher social capital for rural labor. On the contrary, negative factors include institution of the household register, institution of using farmland, industrial structure status and rural laborer's lower stock as manpower capital. Comprehensive function of all factors has determined the speed and the trend of rural laborer transfer in Henan province.Third is the rank of influencing power on all kinds of factors. After analysis, it is found that economy factor will rank first among influencing factors on rural labor transfer, then scientific and technological progress factor, institution and policy, self-condition of labors in turn.Fourth is the rank of influencing power for inter-factors of all factors. In the economy factor, it is per capita income gap in urban and rural areas in Henan Province, annual growth of GDP, development level of non-agricultural economy, etc. In the factor of institution and policy factor, the influence of liberal economy index is greater than polity index. In the factor of scientific and technological progress, the influence power of the agricultural is greater than the non-agricultural. In the labor factor, it is professional training before transfer, average year for receiving education and labor quantity.In conclusion, this dissertation provides counter-measure and suggestion in four respects, which is promoting economy development, advancing scientific and technological progress, erase institutional obstacle, strengthening labor train and creating labor service brand.
