Entering era of knowledge-driven economy, the competition among enterprises has transfered from the natural resources and the fund to the human resources, only the competition of the human resources is the ultimate competition, but only the effective human resources management style could promote the development of social economy, Meanwhile, the enormous competition pressure makes enterprises have to carry on various kinds of innovative activities, outsourcing and human resource management outsourcing that is a kind of business administration innovation, have pointed out the developing direction of human resources management in the future. This text is on the basis of past, and make comparatively intact chatting to its theory source in an all-round way, find out drive factor outside and inside,in order to implement human resources management outsourcing, discuss its risk, combine the human resources state of Xinjiang, talk about human resource management outsourcing of Xinjiang.This text is divided into four parts altogether according to the research contents:First part: Makeing simple introduction to the origin and its development of outsourcing and human resource management outsourcing throughout the world, and pointing outsourcing and human resource management outsourcing has become one new-type business administration strategy with data.
