The Research Of Relationship Between Fiscal Investment In Agriculture And Agricultural Output-otherness Study Based On Main Grain Producing Area

Agriculture is the foundation industry of supporting the national economy constructionand development, the development of agriculture needs financial support. Through theanalysis of the grain-producing provinces in China, we find that local fiscal agriculturalexpenditure has a significant effect on the agricultural output, but the elasticity of localfiscal agricultural expenditure input and output is small, and this result indicate that theefficiency of local fiscal agricultural expenditure need to be improved. At the same time,through calculating the contribution rate of each factor to agricultural output, we discover theannual contribution rate of2005-2012is higher than that of1997-2004, it reveals that theeffect of local fiscal expenditure of agriculture in major grain producing areas to agriculturaloutput is more profound, with a larger difference existing between different area. Otherwise,through analysis of contribution rate, finding contribution rate of local fiscal expenditure tooutput is not large, but has a remarkable improvement. While in different province,contribution rate in Henan,Jiangsu,Shandong is lager; the difference of spontaneitycontribution rate is big in different area, and so the spontaneity contribution rate ofagricultural output. This manifest there is a remarkable difference natural endowment toagriculture in different grain producing areas, such as the difference competitive level anddevelopment condition. So I consider that towards the grain producing areas with differentlevel and phase of development, the emphasis and condition of fiscal agricultural expenditureshould also be different, depending on current development and resource character, makingfeasible using project of fiscal agricultural expenditure, in order to promote the sustainabledevelopment of the regional agricultural output and the level of competitive.
