According to statistical studies, about 85% of the information systems contain the location-related information, including spatial information and non-spatial structured database information. With the rapid development of computer technology, electronic map has emerged and become a hot research topic. Geographic Information System (GIS), which integrates geographical science and information technology, has drawn more and more attention in the software industry.The traditional C/S-based Telecom GIS could provide basic graphical management on telecommunication resources, but it cannot share information, and hence is hard to be popularized. Combining the advantages of the B/S model, we designed and implemented the WebGIS-based telecommunications resources system in this thesis.Due to the large amount of telecommunication data , there still exist some defficiencies in the practical application of the B/S-based Telecom GIS. First, it is difficult to display all telecommunication resources on the small-scaled electronic map; second, the system performance is poor. When a variety of telecommunication resources are displayed simultaneously, the performance is even worse. To overcome the above problems, we proposed some optimization methods, for which we analyzed the application process and effects.Our proposed performance optimization solutions include multi-level cache design, loading process optimization, nine-grid data buffer loading, and pre-generated map. We proposed the MMU(Minimum used) algorithm in the process of Multi-level cache design, which can improve the hit rate of pre-generated map. Nine-grid data buffer can mine the potential of the systems and hence enhance the Software User Experience. The pre-generated map mechanism is the main innovation of this thesis. Through the pre-generated map mechanism, the occupier rate of database resources is greatly reduced and the responding time of the map server is also reduced.
