It is common that short message services (SMS) is employed by cooperations and organizations as an important mechanism to explore internal information and management status to the public. In China, the government now is committing itself to become an effective, honest, responsive and service-oriented government. It is widely accepted by the public that SMS is a very effective, efficient and low-cost bidirectional way of communication. SMS is becoming a more and more important communication channel as it involves in our day-to-day lives more and more. But ineffective typewriting speed, low storage space and hard to query is SMS' Achilles's heel as most SMS is provided by cell phones. As a result of efforts over decades, a comprehensive, accurate and effective information system was build up by the Chinese police force. Sadly the system is only available internally. Adapting mature wireless technologies as a bridge between the internally available information system and the outside world is now on the schedule of the Chinese police force. It is believed by the police force that it can greatly enhance the combat effectiveness and the rapid responsiveness.This article demonstrates the architecture and mechanism of web-based SMS system which is implemented based on windows platform, SQL-server, private police network and SMS gate provided by China-MOBILE. The system adapts a modular based design which comprises 3 modules: police network front-end SMS module, private police network front-end SMS module and back-end information gathering module, which are all implemented in VISUAL C++. It received widely favorable comment, after it on-lined. And it is now considered as a very effective assistant by the Chinese police force. This system set up an eventful example of providing information services to public for service-oriented government.
