In the telecom foreground businesses and services, inputting user's identity card information by hand, copying user's identity card and querying user's information by password have cost lots of time, and brought low efficiency and great risk in management of user's information. Thus it has seriously effected on the quality of service and the efficiency of operation. How to make foreground business automatic and how to shorten the time of operations become important issues to be solved in this thesis.The system can recognize the information of identity card and fills it in corresponding controls in the page, which is instead of manual input and costs less time. Simultaneously, it also reduces the rate of misinput. The system can get user's electro-signature, which will be put on the contract formed automatically as an identifier, and the electro-contract can be stored, printed, queried by users instead of paper contract, which achieves the aim of paperless operations. The system can also get and store user's fingerprint for querying, which makes querying exclusive and safe. This system uses fingerprint instead of password as the way of querying. Through simple configuration, the system can be adapted for different telecom BOSS systems with B/S structure, which achieves the good universality between diffident BOSS systems. It also radically achieves the effect of "once developed, used repeatedly". This can help to cut down the cost and enhance the competitiveness of telecom.Firstly, the background and the related technologies of this project are expatiated in this thesis. Secondly, customer's requirements are analyzed; the similarities and differences of distinct BOSS systems are studied; then the system general solution that suitable for many different BOSS systems is proposed. Thirdly, how to design and implement each module of this system is described in detail. Finally, testing and conclusion of paperless business system for telecom enterprise are given.
