With the characters of computer and modern network technique, modern information technology not only hugely accelerates socio-economic development, but also starts business management revolution up. Both active business management mode and means are faced with unprecedented challenge. The Web-based enterprise information management mode is a kind of new style management model. It has very important significance and extensive long term potential.As the core subsidiary of Baoteel Co., Ltd., the largest and most modernized integrated steel producer in China, Baosteel Branch (Baosteel) owns not only advanced production processes with facilities, such as iron & steel making equipments, cold-rolling and hot-rolling lines, hydraulic capsules, process control and information treating equipments, but also wide variety of kinds of fixed assets, as buildings and structures, managing appliances, conveying devices, tools and instruments. With the development of Baosteel, more and more static and dynamic data should be considered in fixed assets management system, which will cause a dramatic increase of the business volume. In order to make the full use of the existing assets in Baosteel, to know the operation status of the facilities in time, prevent the loss of assets and realize the maintenance or addition of the value of assets, it is the time to develop a new fixed assets management system to meet the needs of new mechanism and process, and provide the construction of ERP with information and management and control methods.Based on in-depth analysis of fixed assets management system in Baosteel, a new system for fixed assets management has been developed to meet the actual need. This new system uses B/S as its system structure and takes web as its platform to implement the managing function of fixed assets acceptance, transaction, treatment, depreciation, and treatment to idle and disuse assets, changing information of financial status and electronic data transfer etc. Beginning with the development background and sense of the system, the thesis introduces the design and implementation of the system. In the part of design, the whole design scheme of the system is put forward firstly on the basis of demand analysis and design philosophy. And then the designs of the function modules and databases are explained in detail together with menu design, report forms design and data communication interface. In the part of implementation of the system, the logic relationship among different function modules and the way to implement are introduced. Finally, an objective evaluation of the system is made by carrying out an all-round system testing.
