With the rapid development of laser technology and computer technology, the airborne laser measuring is a kind of new promising technique in obtaining 3D data information with high accuracy, good rate and reliability. It consists of a geodetic quality GPS receiver, inertia navigation and laser scanner, which little affected by weather conditions with high automatic and short temporal data processing. This measuring technology can acquires 3D point cloud data of the complicated surface with high speed, accuracy and none-touch, then accomplishes the 3D reconstruction of the object. And it has been widely applied in digital city, topographic mapping, geographic information system, medical engineering, preservation of cultural relics and robotic navigation.A laser measuring system is designed and implemented in this paper, which is moveable, none-touched and used for real-time data acquisition and 3D mapping. In particularly, it's not needed to control the pose and location of scanner with a high precision in mobile scanning, and the system is very suitable to be applied in dynamic 3D modeling and mapping in the city, complicated outdoor environment.This system could be used in the large-scale, far-distance measuring in real time, and processes the 3D point cloud data with the filtering algorithm and scan matching. Based on studying many algorithms of the data filtering and scan matching, a move surface based filtering algorithm have been implemented, which reduces the modeling error and improves the quality of digital model and map.The software of ground control station is developed independently in the laser measuring system, the 3D point cloud data could be mapping in real time, rotated, translated and distorted. The algorithm of filtering and scan matching is embedded into the software, which could processes the original point cloud data and generates data file in kinds of format.The experiment results is presented to verify the feasibility of the laser measuring system and the algorithm in this paper. The system platform could be handily loaded on the vehicle, mobile robot or airborne robot for remote, dynamic data acquisition and processing.
