With the open of the telecommunication market and the reform of the telecommunications industry, telecom operators are confronting with a big challenge when transforming themselves from traditional infrastructural network operators to modern integrated information service providers. How to improve the service quality, work efficiency and operating index with a lower operating cost in the service industry becomes a problem for telecom operators in new situations.Beijing Unicom Service Optimize Scheduling System aims to solve such problem; it sets up a complete operating and scheduling support system from the perspective of the telecom operation and maintenance sectors. The scheduling of operating resources will be highly centralized with this system; all of the maintainers can be remotely scheduled. Then, the operating support system with central management and unified schedule will be constructed, which will optimize the staff scheduling and greatest guarantee the network operating.The main purpose of this thesis is to analyze the actual operation model of the operation and maintenance department of the 4th district branch of Beijing Unicom with the study of development techniques and to confirm the requirement of the Service Optimize Scheduling System. In addition, the main service flow of this system will be summarized and the functions of the important modules of this system will be designed. By using the Service Optimize Scheduling System of Beijing Unicom based on Web Technology, schedulers can assign tasks to available engineers with web browser at anytime; engineers can access the task information in the server and operate the tasks. According to the data provided by the Service Optimize Scheduling System, the department managers can know the detail department information (including the amount of work and work efficiency etc.).With the consideration of high security and easy maintainability, this system is based on the 3-tiers architecture of B/S model with the IIS Server, SQL Server Database and ASP.NET. The whole procedure of this system strictly follows the process of software engineering (including requirement analysis, overall design, detailed design, coding and system testing).
