Stiffer competition has placed a greater emphasis on logistics industry. To maintain customer loyalty while preserving profitability, companies need their field service personnel to respond rapidly, accurately and efficiently reducing costs and improving customer service. Dispatcher System is an important part of logistics system, and it ensure the right people and equipment are sent to do the job at the specified time. The quality of dispatcher system is directly related to the efficiency and cost of logistics system.Based on the research of the business logic of third party logistics industry ,this paper is to provide the optimize dispatch blue print for the third party logistics companies on their Shanghai local dispatch business. Dispatcher assists in routing vehicle fleets or dispatching technicians, taking into account various business constraints such as customer's logistical requirements, visit time windows, fleet capacity, driver timetables, and work-hour regulations. According to the solve result, order is composed and picked, delivered, transported.This paper is to specify the detailed requirements of the dispatcher engine based on ILOG' s Dispatcher. ILOG Dispatcher is the industry's highest-performance optimization engine for creating personnel dispatching applications. The main focus of this paper is on the parts looking into constraint programming, building constraint model with some specialized problem on third party industry and how to solve vehicle routing problem on it.This paper also explains the development of order import, business data persistence, GIS locating, vehicle routing, report generating according to the practical logistics dispatch process. It makes clear that constraint programming is the core and advance on the solving logistics dispatch business problem.
