PSTN network to speed up the pace of reform, combined with light back into the copper access network, the prevalence of the rapid increase in broadband services, as well as the gradual growth of NGN network size and maturity, marked the telecommunications network has entered a period of great change and transition.Next generation network is built on the packet switching technology is based on the system structure, and various forms of information, convenient, video, images of voice and data, etc. Various media business opening, the network system integration. In this sense, the next generation network covering the longitudinal network service (application) layer, the control layer, the transport layer, the access layer, even all sorts of next-generation technology terminal level, including fixed nets, transverse mobile, such as the Internet network system of the next generation of technology. My company as a traditional PSTN network operators in the network, and how to achieve rapid transformation in the evolution of change, is one of the key problems to consider. This paper based on the fixed-line network survival and the development of switch within the soft exchange network combining the current situation, development process and direction, energy consumption and revitalize the assets from the actual income, network, transition into the light into construction requirements of copper retreat, the local fixed-line network optimization and transformation is proposed. This paper firstly describes the research background, research and achievements. Then detailed introduces the soft exchange technology background, topology and standardization, aiming to NGN network evolution fixed-line contents, and the future development is discussed. And from the local network of current PSTN switches specific situation, problems and NGN network based on the feasibility of the reform, this paper discusses the aspects of the network to the evolution of ideas and NGN transformation of the concrete implementation steps and matters needing attention. Finally on traditional circuit switching NGN network reconstruction to summarized and future prospects, and some problems in the construction and the experience in this part are summarized.
