For improving mobile phone recharge service quality, China Mobile Communication Corporation laughes a new recharge services-OTA(over the air) recharge service in recent year. OTA recharge provides such a service that the business agents top up the client's mobile phone by sending out short messages.After analysing the OTR recharge service, this paper raised and developed a Java based mutil-accessed cell phone recharge platform, which inherits the advantages of the OTA recharge, increases the recharge methods and improve the service quality.This paper analysed the problems in the tradtionatioal way of mobile phone recharging at first and drew out the concept of OTA recharge.After analysing the features of OTA recharge, the paper raised a concept of comprehensive mobile recharge platform with three access way including SMS,web and IVR. Then the paper described the function composition and the net frame of the platform. After that, the paper gave the sofeware architecture of the platform, which includes three layers:network layer, application layer and terminal layer. The network layer was designed by Java Socket API,using long link with design of link check and backup mechanism. It also designed a group a Java Class to implement the UASP and CMPP communication protocols.The application layer contained three access way--SMS,web and IVR. SMS is designed by using Java multithread to deal with the sending and receiving of the short messages;web is designed by using Struts and IVR is designed by programing voice card. It alse put emphasis on the datebase connection management and privilege management.The paper's background is OTA recharge system designed by China Mobile Communication Corperation and its corperative company. The platform had been in practice use with good behavior and reached the expected goal.
