Design And Implementation Of Zhejiang Pinghu Security Video Surveillance System

In year 2008, there was a increasing needs to strengthen the community safety by the experience on security video surveillance system construction and lessons learnt by the cases of other cities'development, Pinghu City, decided to build up the "global eye" system platform by China Telecom. From year 2008 to 2010, Pinghu branch of China Telecom has been building the new video surveillance system based on the engineering feasibility study and tendering content, modeled on the BOT model. The system applies Zhejiang Bell Telecom "Global Eye" platform, with a dedicated transmission network, storage systems, and 1,500 front camera points.The whole video surveillance system is designed, set up and maintained by Pinghu Telecom, applied and used by the public security department, and operation cost paid by city finance department. This article addresses the system design and set up process based on self-participating in the whole project. The article firstly introduces the video surveillance systems in the domestic market, the development and shortcomings of Zhejiang province monitoring system, and the advantages of China Telecom "Global Eye"; secondly elaborates the platform of video surveillance system, the front equipment and the main technical indicators, key technology development. Then linked with of the project, the article addresses in details about the scale of 1,500 points this bit of video surveillance platform design, including center set, platform architecture, part of the workflow description, etc.; front of the main equipment requirements and selection of indicators; data transmission network design; storage network design and selection; system benefits the old design. This article also briefs the project implementation and management.Most of the project has been accept by the public security department, and been put into use.it has played a significant social benefits. At the end, technological developments in this field, introduced the value-added application of pinghu social security video surveillance systems, and the latest development.
