Design And Implementation Of The Bulk Direct Mail Centralized Processing System

The main growth of postal services is not in personal business, it is in the bulk Direct Mail business. The customers of bulk direct mail postal service are always VIP customers of post business, who requires high-quality postal services and also bring stable benefits to the business. Meanwhile bulk direct mail faces a number of new problems in its positive development process. For examples, as a large number of bulk mails piled up at the outlets and can not be a timely input to the Electronic Branch Office operating systems, it leads to mail processing time exceeding the prescribed time limit, which affects service quality; A large number of billings failed to be timely recorded, which increased company operating cost. Business bulk mail processing is not available to be strictly supervised, it's difficult to make complete reports and plan, which influences timely material supply to produce bulk mails.To solve above mentioned issues and clear up obstacles for business development, Chongqing Post Company decided to establish a bulk mail processing center in the Central Board and Direct Mail Production Center, and concentrate the franking machines from main post offices in the processing Center, so the bulk mails can be handled and delivered in the processing center instead of outlets. This will not only speed up mail processing time, increase service efficiency, but also facilitate to communicate between the postal outlets and the bulk mail processing central, improve management efficiency and enhance enterprise revenue.This paper themed to investigate the relationship and existing problems in company operation and management system and bulk mail processing, based on the reform demand from Chongqing Post bulk mail processing. The paper proposed to build up a bulk mail processing system in company internal network, it's an information communication platform for outlets and the processing center, so as to concentrate and standardize data and info processing. The software system will strengthen capacities and enhance efficiency of enterprise mail processing, that can improve customer relationships, and enhance brand image of the Post, and bring a broader perspective for postal services development.This paper, according to the order of practice after theory: first, introduce the related technology of system required in research and development; and then applying these techniques and methods to analyze and design the entire system, gives concrete realization of the module parts of the system. Paper focused on analyzing business processes bulk mail processing needs. The system architecture design, functional design, interface design, and database design are discussed in details and description. This software system developed into a trial in Chongqing Post Company. The results are satisfactory. It's very good to meet the business needs of reform and development and achieved the expected design purpose.
