Since Internet Service Providers (ISPs) provide more and more services and ISP networks become more and more complex, network measurements play a crucial role for network management purposes and quality of service guarantee requirements. Due to the needs of a wide range of network management, measurement methods for monitoring link delay, loss and throughput which are used as key parameters in service level agreements (SLAs) between ISPs and its customs are very important. In virtue of network problems caused by a variety of reasons, which have brought lots of challenges to network monitor.In recent years, lots of measurement methods have been proposed for measuring the network QoS. However those measurement methods are most concentrated in the IP layer or transport layer. In this paper, we propose a HTTP-based active measurement method which is used to find network QoS problems occurred in application layer. A system called MLM is implemented by utilizing our new measurement method and traditional measurement methods together, and the system also has capabilities of measurement results collection and measurement results analysis. The experimental data shows that our system works effectively.
