In the increasingly fierce market competition, more and more enterprises want to invest more resources to product development and production, and give the spare parts management outsourcing to the external logistics company to control and implement, in order to improve efficiency and obtain a competitive advantage. Especially in the high-tech semiconductor industry, many spare parts of the equipments need to be imported form abroad. The Customs has a specific policy for this kind of spare parts. Therefore, providing them with the spare parts logistics services are not only "forward logistics" process, like general freight, warehousing, distribution, but also contain Customs process, like recording an increase of spare parts information, customs clearance, transit between customs, write-off and send back destroyed, such as "reverse logistics" process. These aspects directly restrict the efficiency and costs of the spare parts supply chain. As a result, to research spare parts logistics process, and develop an information system, which all aspects can be managed effectively throughout the course of business by the spare parts logistics service companies, is particularly important.In this paper, first of all, we analyze the characteristics of the spare parts logistics business, and create the business model of the current spare parts logistics business situation. The model includes order receipt, order confirms and assignment, parts collection, parts delivery and parts return. It covers every links of the logistics supply chain, which contains transportation, agency, warehousing, delivery and reverse logistics, and form a complete closed-loop supply chain of spare parts.Then, in order to satisfy the requirements of real-time monitoring in the logistics of spare parts, we use RFID technology to get the information when the parts arriving at the port area after the Commissioner of Customs and Excise mount, moving in the warehouse, depositing in the goods shelves, doing inbound and outbound, and using GPS technology to achieve the monitoring of spare parts transportation routes and real-time location in the electronic map. With an effective combination of RFID and GPS technology, we can trace the spare parts logistic information quickly, accurately, efficiently and visually.On this foundation, we make requirement and design modeling on the spare parts logistics service management system. We design the technology platform, software architecture and database for the system core functions. The system is divided into orders and document management subsystem, billing management subsystem, RFID subsystem, and transportation management subsystem. System development is based on the Ajax and J2EE technology. Also SOFIA (Salmon Open Framework for Internet Applications) is used as a MVC framework for J2EE development, to simplify the Servlet and JSP in dealing with many common tasks needed for a large number of cumbersome programming work, so as to shorten the development cycle. Finally, we test the system in practice. It shows that the system passes the pressure test and meets the requirements. In the staging environment, with the growth of the volume of business, the system is running in a good performance of the security and stability. And the design has been verified and improved in practice.Comparing with other system, the spare parts services management system is more fitting for the spare parts logistics with following features: uncertainty demand, require rapid response, early warning safety stock and reverse logistics services demand. The system can also adapt to the operation with bonded conditions. System uses RFID, GPS and other technologies to track the spare parts in the whole business process. Meanwhile, based on SOFIA, Ajax and J2EE technology, the system has good operability, portability, reusability and scalability.
