The mobile communication causes the core network from the second generation to the third generation evolution to transform by the circuit switching to face the connectionless packet switching, the further request is causes the core network independence in the turning on technology. In future network, the service application and the user experience will become the network the core, this also requests the networking and the related concept has the significant transformation. The comprehensive survey current trend of development, IP was considered that will be the next generation mobile communication most suitable network level technology, the unification IP core network to cause different wireless and the wired turning on technology realizes the interconnection and the fusion, will cause provision of service and the support way is more nimble, to the entire IP motion network evolution will be the network development inevitable trend.At present, the IP on-line loading bearing's service may differentiate for needn't the strict QoS safeguard of the Internet application and the strict safeguard telecommunication service, both kind of services request for loading bearing network's existence obviously different, needs the differential treatment and isolates; The traditional IP network lacks the effective measures for isolating two kind of services. In order to satisfy to demand which new generation multimedia and the pronunciation application request, to enable its network by the maximum efficiency movement. Therefore, it's very important to establish one model which is able to accurately reflect entire IP network's quality of service.This thesis has summarized the mobile communication network evolution, described the plan of new generation entire IP network and the construction idea, introduced the concept and the method of the model and simulation of entire IP network's quality of service, and elaborated the using of OPNET software's.This thesis makes use of the OPNET software platform to come true the modeling and simulating to service quality of entire IP network. By simulation's result, we have also reached the meaningful conclusion.
