With the development of next generation networks (NGN), telecom networks and the Internet integrates gradually. Based on features of open architecture and the characteristics of an open network capabilities of NGN, the third-party value-added services can develop value-added services quickly accorrding to the open interface. Thereby, the vitality of the telecom network is enhanced.In the current telecommunications network, ParlayX/WebService is the basic interface specification of open value-added telecom services. WebService describes the ability of interface using WSDL (Web Services Description Language) interface. But the design limitations of WSDL greatly limit the scalability. The Internet, however, provides a relatively open service control method called REST (Representational State Transfer). REST interface operations complete the service through using common interface to expose position of resources. As the interface versatility, value-added applications do not have to care about the difference of interfaces, so that there is a strong flexibility in service development. But REST is mainly used for B/S architecture, and there are a large number of interaction messages between services. So if REST is copied to support the communications network services, the performance will be a big problem.ROM (Resource-Oriented Modeling) architecture is a new service control method, which refers to the REST architecture, while reduces the interaction between client and server, and greatly improves access performance. ROM supports service-driven architecture through the ROA (Resource Oriented Architecture), and is better able to meet the needs of opening the value-added services capability for third-party.This paper, on base of the analysis of characteristics of the Internet and telecom network services, analyzed the ROM calculation model in depth, presents a way of resource-oriented services framework design ideas using service template and service components. The system guaranteed the performance of telecom services, used templates to complete communications services based on the resource operation, and constructed the service templates using service components. And then, the system can modify and deploy the service dynamically, and achieve service system flexibility.This paper first analyzed the characteristics of NGN, pointed out the lack of the WebService and REST according to the needs of telecom network service capacity, which leads to the calculation model of ROM. The service logic software implementation framework is proposed based on ROM computing model, which encapsulated service capability to service template, constructed the service template using components. Finally, based on the software frame, a common message value-added service template is designed and implemented. And then, associated functions were tested.
