SBBC, Service Based Bearer Control, is a bearer policy control system based on CDMA2000 EV-DO bearer network, and it is defined by 3GPP2 in the X.S0013-012. It integrates the application-level's service decision and bearer-level's resource policy enforcement. It can provide authorization and control to the bearer service flow that is used by the IMS service. With the separation design of the control plane and the user plane of IMS, operators can use SBBC to control Quality of Service (QoS), source/destination of IMS media traffic, and when the media starts and stops, charging correlation is specified as an additional capability later on.This paper will firstly discuss the SBBC architecture, including its logical functionalities and interfaces between them. Then it will discuss the key technologies including Gating, QoS control, charging control and Diameter protocol. For the remainder of the paper, we will advance an implementation system of SBBC, which supports the establishment, modification and removal of IP-CAN session and QoS control, including its procedure design, implementation strategy and system test.
