The Development Of Emergency Command System

In recent years, the frequent marine disasters have caused huge losses of property, and endangered the safety of people. The emergency command system aims to integrate and utilize existing resources, which is a highly integrated system that includes communication, command, with the implementation of modern computer networks, communication networks and intelligent hardware. This can bring great convenience for the command departs to coordinate with each other.Further, do as the unified command and improve the speed of taking measures with the final purpose of maximize reduce disaster losses. The main contents of this paper were as follows:1. Investigated the situation of domestic and foreign emergency command system by searching some relevant literature. Analyzed and summarized its present development and insufficient of domestic and foreign emergency command system, and the main objectives of this article were determined.2.Introduced the relevant technology which include J2 EE,Spring,Struts2; the theory of CAS; simple introduction of Activiti; the principle and properties of Axis2 3. Theoretical analyses and researches were done on the choice of rescue forces in the model of intelligent maritime emergency command decision, and ultimately set up the model under the condition that the search time was the shortest. Then, some improvements on the algorithm of Dinkelbach with the purpose of response timely.4. It took Ocean and Fishery Bureau departments and fishermen as application objects, analyzed the business needs of emergency command system, summed up the main functional blocks, and ultimately coded.5. The system has been tested and shown normal. The transport of information is efficient. It is showing great efficiency when facing various level of plan and helping a lot when it comes to reducing the losses of property and social economic,saving peoples’ lives.
