Modern education have become increasingly demanding of examination forms,examination results,examination statistics,examination immediacy,evaluation of learning. Traditional paper-based test method and evaluation of artificial methods of teaching are increasingly unable to meet the needs of schools. In the wake of developments in expert systems and data mining techniques, the popularity of network applications, intelligent network applications for examination and evaluation system is possible.This system is divided into user management, test library management, test management (generating paper, test organizations, the ratings), examination and evaluation of expert system modules. User management module is used to manage system users. Users are divided into system administrators, teachers or aids, students. Test library management module is used to input, import, modify and update examination questions and so on. Exam management module is used to confirm the students who take the exam, setting exam period, the kinds and the amount of test questions (divided into artificial, intelligence two methods), the automatic marking and artificial marking ratings and other functions. Examination module is used to exam students, and its main functions include candidates'information authentication, sending papers, and hand in an examination paper and close examination paper and so on. Evaluation expert system module can give suggestions based on test results to help teachers to adjust the teaching program and to help students understand their own grasp of the overall state of knowledge, in order to better carry out teaching activities. The system was implemented based on Apache + MySQL + PHP. When saving data or transmitting data, the data must be encrypted. The codes have been encrypted.The system's security has been ensured. Implementation of this system using data mining, artificial intelligence, expert system, and component technology has a certain nature. This paper makes descriptions of the design goals, the theoretical basis, the system structure and model, the system implementation techniques of the system.
