At present, The Publishing house of China have entered the final stage of restructuring to business.Fundamental changes in the publishing industry system and International publishing group have competitive threat to the domestic market,these can not be ignored. Under this circumstance, to maintain the institutions, business management or simply the market? Well, put aside the burden of entering the market, how to raise one's own market comperence to rival other superior enterprises has to be considered.During 50years development ,Higher Education Press hold the leading status in domestic market.Since 2003, a series of strategic restructuring programs, have achieved good results,and like stable teaching area, education and training, network education such as teaching equipment areas, etc. Especially,the multi-angle business have achieved a lot. Higher Education Press's strategic transformation model has provided a more extensive learning experience to other presses.In this paper, the auther has analysed the current international situations and the strategic transformation environment of Higher Education Press, researched the strategic transformation system of higher education. Under the instruction of the SBBC strategic transformation model,discovered the core competencies of Higher Education Press, clarified its strategic transformation ideas and specific framework.It have practical significance for the Higher Education Press to form an international publishing group and establish trade barriers, to avoid international policy risks. Also it has significant reference meaning to our publishing industry in strategic development and strategic reorganization.
