In recently years, with the development of higher education the campus scale and the number of student have expanded dramatically. The number of homes in many schools has also increased. There is no doubt that this condition will induce the management of the university public housing tends to get heavier and more complex than before. More and more university have imported the computerized management which will be able to supply much technical assistance to the users in order to improve the overall level of university management. At present, many universities have introduced the system of public housing management systems which can both perform the management of real estate information and assist tasks on teaching resource management. The issue has base on the further optimization study in the range of the university public housing management from the following two aspects.At the first, the module of fire safety management is created by the tech of SQL Server 2000 and Visual Basic. This text has introduced the research background of the fire issues in the university. According to the procedure in the software engineering, the text has do some researches in such ranges: requirement analysis, system design, detailed design, the method of realizing system, critical technology, major problems to solve and so on. This module according to legal standards could confirm the fire resistance rating, danger class and the condition of fire safety facilities in rooms through comparison with the national building standards fire-related and pulling up the detail information of the buildings and rooms from the system for housing management. Further more, according to the conditions of fire safety this module can also generate the inspection record and dispatch corrective action records to the non-compliance unit in order to supervise them to rectify and reform in time.The secondly, the optimization on public housing allocation and management of university is mainly about the classroom management. After that, the optimization can reduce the mobility of students that attend the class and can ensure the consistent the tutorials and dormitory area, meanwhile it can also ensure the distant between classrooms is the shortest. By this way, we can both avoid the time waste caused by change classrooms in different campus and the low efficiency in the use of classrooms. This article has solved the problem by Genetic Algorithms and introduced the concept of optimization problem and the characteristic of GA, the content and process of research.After research, this issue can supply the information on school fire safety for management department of university in time and enhance fire safety consciousness. Meanwhile, with the development of higher education, more scientific arrangement and use of school classrooms is seem as necessary. The paper also provides a new way of thinking for the further study of the university public housing management.
