As the development of economy, people's living standards have been improved greatly. Urban forest plays an important role not only in improving the quality of urban life, but also in improving urban ecological benefits and many other aspects. Different from the forest in general sense, urban forest is influenced greatly by human society in the production and living activities while enhancing the quality of urban ecological environment. Therefore, in the process of urban forest resources information management, advanced and practical approaches to management should be implemented according to its characteristics. In recent years, WebGIS technology is widely used in all areas of life. Constructing a management information system using WebGIS can make GIS technology and urban forest management well combined. The convenient and fast Internet and GIS spatial analysis function have the urban forest managed effectively.This paper, based on extensive research, summarizes the needs in the urban forest resource management. Also, combined with advanced urban forest resources management, this paper presents the accurate needs of urban forest resources management for China's national conditions; it designs and realizes a WebGIS-based urban forest management information system. The five major results are listed as follows:1. Through learning theories related to forest resource management and researching on the urban forest plants distribution and management needs, the characteristics and those management needs are summed up.2. Based on the features and fine management principles of urban forest, urban forest plants can be classified into six categories:scattered trees, street trees, old trees, large areas of arbor trees, shrubs, and green space. The main functions of urban forest management are summarized in this paper.3. Summer Palace area is selected as experimental area of the system. Based on the investigation, combined with Google satellite imagery and digital map of Beijing, this paper completes data vector of experimental regional with ARCGIS Desktop software, and it also produces the basic data meeting the system requirements.4. The system database is constructed based on the main modules and experimental basic data of the designed system. The urban forest management information system is developed by using J2EE and WebGIS technology, including resource searching, forest structure, green management, eco-efficiency analysis, and other modules.5. Based on the basic data of city forest, using sophisticated data analysis model, urban forest air cleaning, protection of soil and fertility, and other ecological benefits were calculated, as well as the economic benefits generated in accordance with the theory of market value.
