Government information publicity is a basic obligation of modern government. It is not only a necessity of the development of information society, but also a request of ensuring the right to know of citizens and a request of constructing a democratic nation. From the institution level, press spokesman is an important compositive part of government information publicity system. It is a significant "window" of government information publicity. Since the government information publicity system in our country is still in its infancy and lacking in correlative legal and institutional eusuring, press spokesman institution, which makes the government information in public on its own initiative, takes the important task of promoting the construction of government information publicity system. Under such a background, press spokesman institution becomes a breaching point of the construction of the government information publicity system in our country. This paper is a study on the construction of press spokesman institution, a keystone of the construction of the government information publicity system of our country in current days. According to me, the press spokesman institution and the construction of the government information publicity system in our country are promoting mutually. Yet meanwhile, there is an obvious distinct between the two, which is mainly caused by the imperfection of the press spokesman institution itself. Therefore, it is a must to understanding and regulating the press spokesman institution from the construction level of the government information publicity system, in order to make press spokesman institution become specialized and standardized in deed.
