AS an important part of business management, the Human-Resource Management determine success or failure and scale of enterprise directly. The theory of expectation-encourage told us that Human-Resource Management needs a good circulation of encouragement, endeavor, achievement, premium and satisfaction, then back to endeavor. At present, the core operating systems of ICBC(Industrial and Commercial Bank of China) are maturing[1], greatly improving the business efficiency and effectiveness, and building up data for the evaluation system of Human-Resources Management, what are not fully used because of backward Staff Information Management System[2]. The purpose of this issue is to design a Staff Information Management System that will be in accord with management mode and business features of ICBC on the analysis of structure and management site of Weifang branch of ICBC.This paper recounts the main work and organization forms of the issue and analyzes the functional requirements of the Staff Information Management System with the introduction of the development status, trends and difficulties of the system at home and abroad[3].Function of the system is divided into individual folders, maintain employee information, performance records management, employee attendance management, data dictionary, backup and recovery, wage information management, internal control construction management, reward and punishment information management, creating safe management and so on more than 10 functional modules, in which performance records management and internal control construction management module is the key module of the system. Also analyzes the system non-functional requirements, and detailed describe system requirements with use case diagram and flow chart in form.In the follow-up chapters, this paper summarizes the organization, management status and the degree of information of Weifang branch of ICBC, put forward the specific needs of staff management system, and proposes the design objectives and principles, and then were the design of technical architecture and functional structure. Part in the technical architecture, the main consideration is the system scalability, maintainability and performance issues, detailing the system's development environment, hierarchical structure and so on. In the functional structure of the section, a detailed description of the system function module division and operation flow design.Second, the detailed design parts of this article describe the design principle of system construction, including the practical principles, economic principles and the principle of scalability, and business process design and implementations with activity diagrams, flowcharts and timing diagrams and other means. The section of role and authority describes the access control methods, namely:function-role-staff. Database Design section details the database design methods, and additional description of the data table field.System implementation and testing section followed, shows the system log, personal information maintenance, performance records maintenance, employee attendance management and incentive management services interface and instructions, described in detail through the stress test results, and the system development process and difficult problems encountered in a summary.Finally, this paper introduces the application of Weifang branch staff management system, briefly, and recommendations for further improvement.In summary, this issue designed and implemented of staff management system combined the popular software development Thought.Through this system, the staff management and performance evaluation of Weifang branch was strongly supported and the enterprise can integrate information resources to further enhance the level of information management.
