Design & Implementation Of City Management Petition Management System For Binhai Economic Development Zone

With the development of the society, it is being taken more and more seriously to handle the letters and visits by the Bureau of Administrative Law Enforcement of Binhai Economic Development Zone in Weifang City, Shandong Province. It is very important to realize the following working mechanisms:to process the letters and visits immediately by reading the letters, answering the visits, supervising and reviewing the cases, as well as investigating the responsibilities for the cases, etc; officials and leaders should widely read over the petition letters and accept the visits from public, and follow the problems arising from letters and visits until they are resolved; the superiors and the subordinates should be interactive, cooperative, efficiency, and comprehensive in handling letters and visits. In order to treat the letters and visits properly, frequent communication and coordination are always required among all levels of administrative departments in charge of letters and visits; repeated work is also needed within the same department for a single case. Thus, the traditional method of transmission paper-based information manually reduces significantly the efficiency in handling the letters and visits. It becomes urgently needed for all levels of the administrative departments in charge of letters and visits within the Bureau of Administrative Law Enforcement of Binhai Economic Development Zone in Weifang City, Shandong Province, to apply the modern information technologies in order to carry the detailed information about letters and visits, to manage scientifically various types and levels of cases, to facilitate all levels of officials and administrative departments inquiring the information of cases anytime, and to assist the collaborations between the Bureau of Administrative Law Enforcement and various functional departments and towns and other units. Based on the existing problems in managing letters and visits within the Bureau of Administrative Law Enforcement of Binhai Economic Development Zone in Weifang City, Shandong Province, therefore, I designed and realized the letters-and-visits management system in this thesis.In this thesis, I first analyze the development background of the letters-and-visits management system and describe briefly the future trend for this system. According to the actual situations in the Bureau of Administrative Law Enforcement of Beihai Economic Development Zone, I analyzed the requirements of the system in detail by using the case-analyzing method, and designed the functions and arrangements of the system, and finally realized it.The system realized the functions including visits management, summary and analysis management of visits, letters managements, summary and analysis management of letters, case management, and system management, etc. By collecting and statistically analyzing raw data of visiting registration, letter registration, case management and other works, I have established computer software management system to handle petition cases with uniform procedures, regulations, and standards, which can produce various reports and vivid graphic analysis timely and accurately.The application of this system not only provides a modern management method for processing the petition cases of the Binhai Bureau of Administrative Law Enforcement but also maintains the integrality, timeliness, and accuracy of various data. Moreover, it upgrades the management system and improves the management level.
