With the increasing popularity of the e-government system in the government offices, the security becomes a problem that takes people's urgent attention. It is considered that building a security management system (SMS), which provides unified analysis, assessment and processing for the network security status, is a valid solution responding to the security threat.Although there are variety of theories that support the implementation of the functionality of security management, challenges for the practice of building the system still exist, such as the functional complexity, the network variability and the large number of devices with deferent types and brands. If there's no suitable methodology developed for the analysis and design process, there will be no guarantee for the SMS's integrity and stability and the cost of the maintenance work will also increase.In this paper we give detailed discussion on the complexity of the SMS in three aspects, including its functionality, network environment and managed devices. Thus we point out the MAS(Multi-Agent System)[10][11] character of the SMS as well as its requirement on high extendibility. For the lack of the support to extendibility in existing MAS modeling methodologies, we introduce a new methodology called EM-MAS, with two new models, the Resource Model and the Protocol Model. We believe these new models bring a new thinking to the practice of software analysis and design and introduce to the software designers a way of modeling the extendibility of there systems.Based on the process of EM-MAS, we implement the SMS on JavaEE platform. Benefited from the new methodology, our system has high extendibility features such as the capability of dynamic extension of device type, dynamic component updating and hot deployment.
