With the growing communicational market, new operators are emerging, telecommunications are increasing in the market, telecommunicational market has entered a period of simultaneous, it is increasing simultaneous between supplying and demanding, many businesses have accessed to the relative "saturation" period in competitive environment. Be able to survive and sustain the development in the competition, the telecommunicational operators has demanded higher about the operation and management. How to improve economic efficiency, how to use science and business analysis, to make marketing strategy in the development of the overall market and the various sub-markets, with high-quality services to attract and retain customers, expand market's share, occupy favorable positions in the competition,all has becomed operators that had the most concern. In this context, communicational operators are wanting the IT help, and hoping to find winning recipe for competition, and enabling management timely and accurate understanding of market competition, business development, business resources rationally, the formation of efficient informational collection, analysis, statutes, reporting mechanism, and the support for the public sector is able to provide support.With the communicational market opening, the various operators are competeing increasingly, business developments are diversity and complex, most of the operators are to be the following business issues:Imperfections within the business system, lack of innovation;With a knowledge-sharing, precipitation and personnel-related risks in areas are inadequate;Lack of training of technical experts, and effective means of assessing management;Lack of technical personnel performance evaluation throughout the province;Lack of technical person in the province's evaluation;Lack of expert knowledge with the management system.To solve the above problem, that require efforts have developped an expert support system which include integral management, knowledge management, expert staff manages three major functions of the daily schedule, all staff can conduct detail management.Through the system, making integral management solution for carrier evaluation, performance evaluation of operational issues;Through knowledge management,it can solve knowledge sharing and precipitation, expert knowledge base management system,and operational problems;With the expert personnel management officer, the relevant operators can solve business problems.
