The Design And Implementation Of OA System For Tracking Audit Of Government-Funded Construction Projects

The tracking audit of government-funded construction projects means the whole-process tracking audit of the government-funded construction projects which are carried out by the state audit department. The whole processes during the investing activities of construction projects, including decision-making of the construction projects, design, bidding, construction, completion and acceptance, settlement, and the authenticity, legitimacy and effectiveness of the finance and financial income and expenses during the forming process of the permanent assets are audited, supervised and evaluated. The supervising covers the whole process of the government-funded projects, including pre-audit of the projects, implementation audit of project budget, audit of completion and settlement, audit of project accounts and post-audit of the projects. The tracking audit of government-funded construction projects is an important part of the whole investment audit system and audit content.Based on the characteristics of tracking audit such as heavy task, multi-directions, long time, many locale people, this thesis proposes the application of B/S configuration and.NET technology under Windows2000Server operating system to design and actualize the audit OAsystem of the government construction projects. The system actualizes the tracking audit of government construction projects with the application of computer net technology and audit software. It supplies timely, exact and shared information for audit department. It advances the audit automatization, and makes the standardization of the locale audit actions by computer informationization, so as to extend the new audit mode of tracking audit of the government construction projects rapidly.According to the developing characteristic and combining the request of informationization development in Jinan Audit Department, the tracking audit of the government construction projects ("tracking audit" for short thereinafter) was redesigned in this thesis by means of information system engineering. First, by the backgrounds introduction of the tracking audit OA system and combing the characteristic of tracking audit of the government construction projects, the thesis proposes the requisite and significance of the tracking audit OA system, and introduces the developing actualities of the design of long-distance audit system inland and abroad. Second, we discuss the significant techniques mentioned in the tracking audit OA system, such as system design, data-base design, etc. Third, we propose the main configuration design of the building of the tracking audit OA system, analyze the basic function of the system, and discuss the content and relation of the function modules realized in this system. Finally, we propose the designed realization approach of the system, and open the code and diagram for part of modules. The thesis is summarized from the actual work of tracking audit of the government-funded construction projects. The realization of this OA system will enhance the audit of the authenticity, validity, and benefit of the government investment, and improve the operation ability of audit affairs. It will also benefit the optimization of administrative process, the reduction of the randomicity, the grade of standardization, and the improvement of the audit quality and audit management.
