With the development of society, economy, science and technology, people have more and more high requirements for security. In order to build a harmonious socialist society, the public security department proposes to build "safe community". The video surveillance system begins to be used in safety precautions. In recent years, the digital video surveillance system has begun to the replace the analog video surveillance system. It begins to be inclined to multi-signal transmission and surveillance and dose not just limited to video surveillance. The Ethernet data transmission service is the most required service in the multi-service transport surveillance system. Therefore, the video surveillance platform which has the function of Ethernet data transfer is more and more popular in the marketplace.At present, most domestic digital video surveillance platforms use point to point transmission. These video surveillance platforms which use to transmit Ethernet data has a lot of shortcomings, such as wasting fiber resources, having single Networking mode and so on. The foreign markets use WDM and DWDM technologies to transfer video and other multi-service signals. These technologies can save fiber resources, but they have higher costs, don't meet the domestic need. As well, using PON technology to transmit video data and Ethernet data can make up for these shortcomings. Aiming at the development features of digital video surveillance system, The Wuhan Welltrans Optical Co., Ltd first designs VideoPON video surveillance platform which uses PON technology to transmit video data.According to market demand, this paper completes the design of the Ethernet switch based on VideoPON video surveillance platform. It uses VideoPON video surveillance platform as the carrier, uses optical fiber as the transmission medium, achieves Ethernet data exchange of 9-port which is one way OLT and 8-way ONU and meets the users'need for the Ethernet service in the video surveillance system. Comparing with the processing of the Ethernet service in traditional digital video surveillance platform, it combines many advantages of the VideoPON video surveillance platform, has a long transport distance, save fiber resources, has various Networking modes. This research according to the Ethernet switch topology map proposes the performance index of the Ethernet switch, chooses RTL8316B as the Ethernet switch chip, uses the software of PADS2007 to complete the hardware design of this system, discuss and analysis the scrambling technology in optical communication network and uses VHDL language to complete the software design of this system.Through the whole system's test and analysis, the paper shows that this Ethernet switch which is achieved through this research can transmit Ethernet data, completes Ethernet data exchange of OLT side and each ONU side, has high reliability and practicality, meets the user's need for the Ethernet data transmission service in the video surveillance system.
