The Research And Design Of Illegal System Based On Digital And Vedio Camera

With the economic and social development, urban transport has become more and more congestion, road vehicle traffic increased dramatically, so that traffic management is faced with new challenges. In order to alleviate traffic pressure, pepole have been proposed Intelligent Transportation System (ITS) concept.As part of intelligent transportation systems, Electronic Police System plays an important role in modern traffic management system. The system can not only provide intelligent management of traffic violation, while law enforcement officers on site to reduce the difficulty of enforcement, to reduce the incidence of traffic violations, traffic environment for the harmonious and made important contributions.This paper analyzes the current cyber police systems and video electronic police systems' rawbacks, then proposes a digital video electronic police systems with the advantages of both cyber police systems and video police systems.Digital video electronic police system consists of front-end capture system, intermediate transmission system and background management system. Front-end capture system is a core part of the electronic police system, in this paper we use the detection principle based on circular coil to complete the vehicle detection, we divided the system into several independent modules in the software design. Signal detection module detects the red light signal and the coil signal; capture module control the digital cameras and camcorders; image processing module processes the illegal images captured by the digital and vedio cameras; network transmission module transmits the violate photos and videos to the Admin Center.Software runs on the embedded Windows XP operating system and developed with Microsoft VC++6.0. We used the parallel port scan way to detect the signal in the software development; USB communication protocol was used to control the digital camera to capture illegal photos; we control the camera to capture video image with the vedio caputre card's SDK; digital image processing technology for the synthesis and time image violation, junctions and other information superimposed; multi-threading processing digital cameras and camcorders synchronization problems; network transmission software written based on TCP socket. In actual use, the software is stable and reliable performance.Practice has proved that the system can effectively operate a long time, has high practical value. In addition, the paper also points out the shortcomings of the system and put forward some valuable research.
