The social civilization of various countries makes its headway in politics, economy, culture and other aspects of society since the reform and opening-up 30 years ago. It is also featured by the consistently up-grading environment of press consensus and report awareness as well. One of the most prominent features worth mentioning is that the news reports overcome the delay and turn out to be timely, positive and abundant in information. Roughly speaking, the domestic report of crisis events undergoes three stages:the first stage mainly relying on propaganda strategy before 1980s, the breakthrough stage of 1980s and the thriving stage after 1990s.Crisis events take place frequently since 1920s, which causes wide public concern from both government and the whole society. Meanwhile the communication environment crisis event report has also undergone series of huge changes. One of the most obvious changes is the development of telecommunication with high speed which spreads the news of crisis event to every corner all around the world within short time in the open environment of information. It makes media transfer its role in the report of crisis event. As a result, it brings about timeliness, openness and transparency to the report of crisis events. The crisis, as the extreme perilous or hard turbulent situation, needs people to response as soon as possible. Therefore it highlights the significance of timeliness and openness and transparency in the report of crisis events.Violent crisis events such as vandalism occurred respectively in Lhas of Tibet on March of 2008 and Urumchi of Xinjiang and on July of 2009 receives extensive attention from both domestic and overseas media. Since our media took different strategies and ways to deal with the report of the events above, eventually we got different effects of report. This thesis analyzes the report and its effect operated by media of government towards Tibet 3.14 event and Xinjiang 7.5 event. According to authoritative opinions of both domestic and foreign media, this thesis exemplifies the significance of timeliness, openness and transparency after evaluating the advantages and disadvantage of reports from People's Daily and website of sina.com.Based on the analysis of content of the report from domestic media, this thesis exemplified the features and importance with regard to timeless, openness and transparency of news reports. It aims to point out that under network environment the three factors are vital to media in their management of crisis events towards the positive direction. In the era of globalization, this function is highlighted as to two aspects. One contributes to clarify the facts and eliminate the uncertainty that may bring about unnecessary trepidation to the public. The other is to build a national image marked by responsibility, composure and flexibility to tackle with urgent crisis events vital to people before the international public.This thesis is divided into four parts. Part one begins with what the crisis event is and its related theories rendered by William Bennett, Steven Fink and Thomas Birkeland and then further sum up the significance of timeless, openness and transparency. Part two dates back from errors and remedy occurred in the event of Tibet 3.14 to the successful report of Xinjiang 7.5 event and analyzes the cause of error and effect in the past report of crisis events. In addition, this thesis discusses the huge social response toward the events and evaluates the positive effects of timely report. The third part describes the openness and transparency of crisis event in details on the basis of the comparison between the report of Tibet 3.14 event with that of Xinjiang 7.5. The news effect of both domestic and abroad is analyzed in terms of openness and transparency. The last part gives a brief introduction the changes in the communication environment. With the development of modern technology and science, we have access to the era of internet. The communication is a dynamic process of development rather than static one. With the up-grading technology of information communication, the main body of communication isn't invariable in that it experiences transformation from monism to plurality. At present the receivers also obtain information positively. To sum up, the three factors such as timeless, openness and transparency in the report of crisis events have profound significance in the new communication environment.
