The Research Of Records Retention Schedule After The Founding Of Republic

Records Retention Schedule is a kind of instructive document which enumerates the source, contents and style of files in the form of table and volume. Its main function is to identify the value of files and define the duration of archives preservation. Meanwhile, Records Retention Schedule is also the instructive standard documents to help people with archives identification work. Under the guidance of this, we could avoid limitation and one-sidedness of personal views, improving the efficiency of identification work and preventing destroying archives by mistake.The current system in China divides the duration of archives preservation into permanent, long-term and short-term, however, the researchers in archives field hold the different ideas on this in the past decade. Professor He Baorong in Chinese People's University concludes the different views above into three categories in his work published in 2rd phase China Archives,1996:trichotomy (permanent, long-term, short-term), dichotomy (permanent and regular, in library and out of library) and setting-time(dividing certain kinds of deadlines like three years, ten years, twenty years, thirty years and forty years etc.).The paper is organized as the following five parts:the first chapter is the introduction, including research background, meaning and purpose, research summary at home and abroad and the corresponding research methods:the second chapter discusses the relationship between archival appraisal and records retention schedule. Evaluating the value of archives to make sure the period of archives preservation through archival appraisal, study the theoretical basis and principle of archival appraisal to confirm criterion and standard of institution archive work; the third chapter analyzes the Records Retention Schedule and according to retrospect of the history of records retention schedule revise and development, the paper concludes the revise direction and drawbacks of Records Retention Schedule.Meanwhile, the paper studies and assesses all previous revise of Records Retention Schedule based on constructing evaluation model and confirmation of the evaluation methods; the forth chapter focuses on the current specific problems concerning to Records Retention Schedule and relevant solutions such as file and definition of archives preservation period; the fifth chapter talks about the research future.This paper study the relationship between the evolution history of records retention and the work of identifying the value of files and defining the duration of archives preservation,then divide the type of Records Retention Schedule,analyze the structure of of Records Retention Schedule.We can analyze and compare revised previous Records Retention Schedule from the qualitative and quantitative angle.Some views be presented by the way of studying on materials combined with relevant theory and empirical studies. On the basis of evaluating current 2006 Records Retention Schedule,the paper proposes some suggestion on how to improve Records Retention Schedule and points out the current research findings and drawbacks.Useful Suggestion be proposed:for example,establishing multiple authentication mechanism of identifying the value of file; integrating file identification value of archival appraisal theory and practice;combining with practical analysis of specific issue to divide the grade of custody period;refining the records retention grade;giving official approval to Records Retention Schedule; fefining other types of Records Retention Schedule as soon as possible and so on.
