Study On Production-Broadcasting System Reform Of ShanDong TV Industey

With China's reform and opening-up and the phased establishment of socialist market economic system, great changes of market-orientation and industrialization are taking place in radio and TV field in the tendency of development of economic globalization, information networking and media digitization, in which structural readjustment and system innovation are the new subjects. In China, the structural reform of TV industry is different from that of operating public institutions or state-owned enterprises. The intrinsic attribute of TV industry both strengthens the function of industrial management and ensures the function of orientation of media, both follows the law of industrial operation and is controlled by industry policy. How to establish the reform and development mode of China's TV industry under the existing system and how to carry out the separation mode of production-broadcasting of radio and TV programs are the research topics of great importance in TV industry and academic circles, also in this study.The paper adopts comparative analysis and empirical analysis. There are five parts:the first part mainly introduces the research background and significance, describes the present reform and research situation at home and abroad in the TV field; the second part introduces the related theory of TV media, concept and exploration of the separation mode of production-broadcasting of radio and TV programs; the third part analyses the status and problems of Shandong Radio and TV Bureau, introduces the overview of Shandong Shiwanglian; the fourth part describes the innovative design of Shandong Shiwanglian through comparative study with other modes, proposes to carry out the separation mode of production-broadcasting of radio and TV programs in non-news TV channels and makes a SWOT analysis of the mode. the fifth part is about the promotion strategy of "Shiwanglian Mode". the sixth part is conclusion, to clarify that "Shiwanglian Mode" is of great significance for the structural reform and development of TV industry in today's China. The innovation of this paper is scientifically and reasonably determining the common interest between the system-transformed enterprises and TV regulatory body, establishing the enterprise-style operation mode of operating business of non-news channels by separation and reorganization and complexly supporting re-engineering through depth analysis of the reform penetrating into the core content industry of TV industry (separation and reorganization of non-news channels), which is on the basis of the separation theory of production-broadcasting of radio and TV programs, the law of TV industrial operation and the reform of TV management system.
