Ever since the mid 90s, Internet has been developing quickly, and has obtained widespread applications in various trades and occupations. The rapid telecommunication growth is surpassing voice business dealings in some developed countries. The traditional TDM traditional voice exchange network is heavily burdened, which promotes a transformation to telecommunication operations so as to meet requirements in today's new situation. The basic request for all service providers must reduce cost through innovation.Under such conditions, NGN is invented. The architecture of NGN (next generation network) is composed of four layers: service layer, control layer, core layer and edge layer. NGN provides integrated network, open interfaces and low cost operation to all service providers. Therefore, it has become an important means to survive severe competition and seek further development in telecommunication industry.Jiangmen Telecom adapts to market competition and has constructed NGN in 2006-2007 planning. This paper is based on NGN projecting of Jiangmen Telecom and discusses possible network construction problems to be solved, such as network structure, Supporting Network, SHLR building, transmission bandwidth calculations etc. Estimating various options in the construction process, technical schemes are proposed accordingly, i.e. NGN takes form on Softswitch+SHLR, optimization to aggregation layer with upgraded ability, terminal capacity of the Council to be lowered. Consequently, the new network can rapidly provide a wide range of increased values business. In Tandem Office, ZTE's T128 core router is applied, with MSG9000 as SG and TG equipment, SS1b as SS equipment respectively. In End Office, MSG9000 is adopted as TG equipment. SHLR has been used to effectively shield the End Office service attribute difference, leading to faster service expansion and wider network coverage. Furthermore, two ZXWN SHLR are installed in respectively in Communication Buildings Shuniu and Paotai, to share the load and make backups for each other. Disaster Recovery is also installed on SHLR, namely when SHLR broke down, only the intelligent service is influenced with trigger failures, ordinary calls still provide normal service. In principle, all calls visit SHLR in the tandem office rather than the End Office. The NGN design and construction is a brand-new project application. Its successful implementation in Jiangmen Telecom not only provides a personalized solution in a single enterprise, but also promises economic benefits for the whole industry.
