According to the present state of Quzhou telecom, a plan of fixed intelligent network was made. The results include the business needs and implementation proposal of fixed-line intelligence program, also have detailed description of the network architecture. Then the paper introduces the PSTN intelligence planning project, calculating method of signaling link and trunk circuit resource combining with the fixed-line network of Quzhou Telecom, puts the emphasis on implementing key of PSTN mtelligence. The intelligent services that can be realized with the implementation of fixed-line intelligence are listed in this paper.The implementation research is tightly associated with the present state of Quzhou Telecom.
