In the IPTV business existing solutions, IPTV technology based on the TS (Transport Stream) is dominant. TS quality monitoring and TS data management and security are the key issues of getting and protectting IPTV service quality. First,the parameters of the TS monitoring and analysis can describe the quality of service in two ways. On the one hand to reflect the network conditions, on the other hand it can also reflect the encoding situation.IPTV data management is measures that can protect service quality and balance network congestion measures.It through distinguishing and managing data priorities to protect the quality of program in the receiving end.This paper includes two aspects:monitoring and management .It monitored and analysed TS parameters,improved the standards of the parameters , proposed parameter stratification theory.Study TS data management,proposed the methods of distinguishing IPTV data,including the priority method based on frame and the priority method based on TS packet.According to their degree of importance, TS parameters were divided into three levels.This article focused on the first two priority parameters. The first priority parameters including Sync_byte_error, TS_sync_loss, PAT_error, PMT_error, PID_error, Continuity_count_error;The second priority parameters including Transport_error, PCR_error, PCR_accuracy_error, PTS_error , CRC_error,CAT_error.These parameters defined the monitoring criteria from three angles: time angle,data angle and the law of the adjacent packets angle.(Here adjacent means adjacent packets with the same PID).On this basis, this paper completed the study of the relationship between parameters. Completed the relationship between PAT_error and PMT_error, table error and CRC_error, Sync_byte_error and TS_sync_loss. According to PAT and PMT parameters has the relationship of index and identified, when PAT_error occurs, PMT also took place; According to the relationship between table error and CRC_error, when a table error occurs, CRC_error monitoring became meaningless and should be give up to be monitored; According to the relationship between Sync_byte_error and TS_sync_loss, abstracted out the common factors and fitted the two parameters for a monitoring module. In addition, the article also improved the standard of some of the parameters. For example, Continuity_count_error is a parameter to reflect the status of the network. However, the existing standard of this parameter only can determine whether there had been packet loss, packet duplication and packet out of order and so on, but can not distinguish the three situation and can not judge and measure the number of packet loss, the number of packet out of order and so on.This paper improved the standard of continuity_count_error, gave the methods to distinguish the network status and the calculation methods of packet loss and duplicate.Made the parameter more accurate to descript the network conditions. Based on these two complementary studies, this paper improved the monitoring standards of parameters.At the same time, this paper has established indicators for monitoring system parameters.Traditional monitoring established an independent monitoring module for each parameter .As an independent monitoring process, parameters can not re-using the same packet fields and analysis steps, its reusability is poor, low efficiency of the system problem. For this reason,this paper presented a parameter hierarchical standard,then based on the standards achieved a system to monitor and analyse TS parameters. The purpose of the hierarchical standard is to improve the shortcomings of the traditional standards. Its features are high reusability, high reliability and high scalability.Hierarchical standards summarized the packets data or analysis steps for the parameters monitoring.In such conditions, designed parameters monitoring processes according to the inheritance standard. In accordance with the different parameters to monitor for packets, the parameter is divided into three layers , TS-layer corresponds to every packet that need to monitor;PSI and ordinary_ packet layer is the second layer, corresponds to the PSI data packets and ordinary packets that need to monitor; Then according to the characteristics of parameters,puted Sync_byte_error, TS_sync_loss,PID_error, Continuity_count_error into TS layer; PAT_error, PMT_error,CRC_error,CAT_error into PSI layer;the other four parametera are belong to ordinary_ packets_layer. According to the parameter standards and hierarchical standards designed the parameter monitoring system.The system both used in network probe and monitoring center.It has two functions parameter monitoring and statistical monitoring results, monitoring system will be deployed in the network probe and the monitoring center to achieve.IPTV data management is an important measure of quality assurance。This paper based on the study of the TS data, proposeed two priority methods: Frame-based priority method and based on the priority method based on TS packet. Frame-based priority method is based on the degree of importance of the frame.By identifying the fields in the packet to determine the priority of the frame.If it is I-frame, then allocated it a higher priority.If it is B-frame or P-frame, then allocated it a lower priority.In order to protect the packets that carrying important data will have a higher priority in transmission. But Frame-based data priority method exist several apparent shortcomings, just like its implementation complexity, inadequate prioritization, and inadequate division of fine-grained and so on. In addition to the shortcomings of Frame-based priority method, this paper also proposed priority method Based on TS packet.This method distinguished TS packets from three angles: customer priority angle, content priority angle, packet priority angle. According to these three angles, each priority level are treated as the rules set and sub-rules set.the priority method based on TS package through the extraction and analysis of data packetsand packet modification, to achieve to classify TS packets.Routing nodes through the identification of packets priority to complete different treatments, including the priority transmitted and priority discarded. The distinction of customer priority angle is reflected in the different customers that order business.This can be identified by terminal address, port address or etc.The distinction of content priority angle is reflected in the different between programm and programm in one transport stream.The distinction of packet priority angle works on the TS packet level, just like PSI packet has a higher priority.The priority method based on the TS packet defines three angles,include sixe priority methods.However, this method include but are not limited to the delineation of three angles and six methods proposed.Treatment is also includ but not limited to priority discarded and priority transmitted.The priority method based on TS packet is a complete data management method that based on transport stream,fine-grained precision to the TS packet.It identify the importance of business and data and take different treatments.This article is designed and implemented the network environment for the method, and put the environment into IPTV data monitoring and management system.System completed the analysis of the TS packet, TS indicators for monitoring and results show, achived the data distinction and different processes.Monitoring results show, monitoring system used parameter hierarchical standards is more efficient and has stronger reusability.The monitoring of TS parameters of can be intuitively reflect the true quality of the video.When network problems occur,the priority method that used on the network node can improve the network conditions to some extent.The priority of methods based on TS packet has a more accurate fine-grained,through the active intervention of the data to achieve the distinction between the businesses and programs,ensure that critical data's transmission and rotect the video quality.
