The higher education in China has stepped into the era of Mass Higher Education with the structural readjustment and enlargement.Except for the talent cultivation, scientific research has played a more and more important role in higher education.The informationalized platform construction of higher education scientific research business management provides an important way for the improvement of the research and management level of colleges.This subject, based on Shijiazhuang Information Engineering Vocational College, making use of the advanced computer network technology and its efficient and convenient characteristic, provide an efficient software system which concentrate scientific research information declaration, auditing, inquiry and some other interrelated functions together for the staff members and scientific research business managers and desk-makers, thus help the college to raise its scientific research management working efficiency.Firstly, this thesis aiming at introducing the status quo of the scientific research business management of higher education and gives a brief analysis, summarizes the necessity of applying and developing scientific research business management system of the higher education. Then through investigation and analysis of the user requirements, making the overall design target clear and definite, this thesis puts forward systematic solution pertinently and gives a brief introduction for the interrelated technology which is used for the system development. On the basis of fully requirements analysis, it makes clear the function modules which the system would implement, including six modules: the personal information management, the personal scientific research business management, auditing of scientific research business, inquiry of scientific research business, installment of the system and the role of user management.Then, it elaborates the multi-layer mechanism which is included in system architecture and divides the system into 3 layers: the presentation layer, the business logic layer, data access layer. Combined .NET Reflection with abstract factory pattern in the design and implementation of data access layer. The expansibility and easy-maintenance of the system are improved.At last, it briefly explains the process of application and implementation of the partial key technology of the system and model, and the test and implementary status of the system. Based on the overall summarization of the system, it analyzes the disadvantages of the system and leads the perfection and extension of systematic function to correct direction.
