Nowadays, the domestic telecommunication market is more and more competitive; flexible and sophisticated business supportable system becomes one of the most competitive tools for the operators. Charging system is an important part in the telecom business support system, which its powerful features and performances for the operators who were continually provided a strong protection, such as new tariffs, products and a varieties of services with the combination of marketing.In the mobile business operation supportable system, the real-time charging support is the most important issue. For China Telecom operators with a variety of network services, it is not only to meet the demands of 3G which are more flexible, diversified, personalized services and applications, but also faces the increasing malicious arrears and the shortage of real-time controlling the high-risk users-. So we have to need a real-time OCS to support the high-risk services and users. In this background, the design programs of online charging system based on OCS were proposed by China Telecom, and in 2009, the official cutover test was ran by Shandong Telecom. In this design, the key points were the charging network elements of the design to transform, online charging and offline charging switch.The main contents of this thesis were about that the design and development work which the part of were involved by myself in Shandong telecom converged billing system project, as follows:Firstly, after the introduction of OCS, the network element capabilities of the device have undergone some changes, one of the biggest is the Service Control Point (SCP). In the original intelligent network system, the price of engine built on the SCP, which main function is achieving billing. When the OCS introduction, the billing function was changed into it; the SCP no longer responsible for related functions, but the original call control and the single storage functions were remained. For this change, in the process of designing, SCP's business and function were re-defined and designed, including SSP data submitted to the SCP, and then SCP determined that the user's type of charging by querying the database. If the user was post-paid subscribers, it will not trigger the OCS, the call was directly controled by SCP and the same time saved the calling documents and user data; if was pre-paid, it would be through the Diameter CC protocol; forwarded to the OCS system for charging and grant price, OCS would and send the results of grant price to the SCP and save user data, and the SCP was responsible for Calling Control and saved call documents. According to the changes of functional design, we re-structured the interface and the network organization between the SCP and the OCS. The best advantage of this design was the successful introduction of OCS, which combinated the online charging and the calling control, the design and transformation of SCP were the base of the entire online convergent charging.Secondly, the fusion of architecture online billing problem is the core of OCS and HotBilling billing conversion. In this system, OCS responsible for on-line charging and HotBilling OCS responsible for off-line charging, we design the correlation between the two, only when the user, HotBilling will trigger OCS user data attributes, and will instead of OCS familiar user balance, and the cumulant synchronization to OCS. In SCP were called, business control OCS user history referring to bill buckle, users, single and user accumulation to HotBilling synchronization. If it is not needed after paying customers by HotBilling OCS trigger, and then grant price billing directly or by MSC direct call control, but on the SSP user data synchronization OCS to need. This design framework is realized the billing:on the one hand, the risk control when the balance of prepaid users, due to inadequate bill synchronization, through the SCP can immediately cut-off, avoid the high calling owe, On the other hand because of this structure are synchronous mechanism, can realize the user of the flexible and fee prepayment after the conversion between each attribute, increased flexibility, more to meet the market demand.
