Design And Implementation Of Maritime Accident Judagement System Based On Ontology

With the rapid development of China's shipping industry, the probability of maritime accident has increased gradually, which not only caused huge losses on people's lives and property, but also damaged the balance of Marine ecosystems. Therefore, it is necessary to make the right determination and analysis for maritime accident, further intensifying the efforts in prophylaxis and treatment maritime traffic safety. However, it is weak for the judgment system of the existing maritime information systems, and there are few specific judgment systems for maritime accidents. Ontology theory is applied to practical system development, which improves information sharing and reusing in existing maritime information systems. Therefore, this paper introduces ontology theory, and develops a maritime accident judgment system based on ontology.Firstly, ontology, judge system, the ontology reasoning and the related theory and technology are studied in this paper, and the system requirements are analyzed, then the whole framework of judgment system is proposed based on previous work; secondly, by the analysis of the maritime accidents knowledge in maritime field, this paper designs and builds a maritime accident ontology using the ontology development tool-protege, according to the contents of the ontology, the paper constructs rule base using the rules structure grammar provided by Jena2, and makes a detailed design on the system's three modules:judge module, search module and statistics module. Finally, the paper realizes the judgment system using Java programming language in the Net Beans IDE development platform based on the data which is in the maritime accident ontology and rule base.Through the system functional testing, the results show that the system has strong practical nature.The realization of the maritime accident judgement system will provides convenience for maritime authorities to get the relevant maritime information. Through this system, maritime affairs department can obtain detailed information about the maritime accidents and maritime accident statistics, understand the situation of maritime accidents in different periods, thus increase the maritime traffic safety management. Maritime training mechanism can query to reasons of the relevant typical maritime accident case when using this system, then make the accident case analysis education to students. Through this system, owners of ship can summarize the accident lessons of maritime accident cases occurred in the past, draw experience and realize safety production operation.
