Implementation Of Recognition And Management System Of License Plates Based On WEB

Recently, database technology has been used in almost every industry with its constant popularization in the world, to use database technology and image processing technology all together has also become an important domain in the application of database. We can join the result of the recognition of image and the information of image together on using database technology, especially in the recognition and management system of the license plates, to attain our goal to manage the information of image in an intelligent way. However, we don't want to just inquire and manage some isolated data information, we hope to manage our recognition and management system of the license plates on the Internet in real-time.Therefore, to recognize and manage the number of license plate on using image processing technology, Internet technology and database technology, and finally to obtain the information of the automobiles and the owners, this paper designs and implements a recognition and management system of license plates based on WEB. By this system, users can inquire and manage the information of the automobiles and the owners in the database of the system in real-time.The implementation methods of the whole system can be shown as below: Firstly, this paper pretreats an image of an automobile, uses Canny operator for its edge detection, applies Hough transformation to locate the region of its license plate, utilizes the method of projection to carry out the segmentation of characters of the license plate and implements the recognition of these characters on using the template matching method to gain the number of the license plate. Then, this paper designs and implements a management system for the database of license plates to get the information of the automobile and the owner on using the number of the license plate. Finally, we use the ActiveX technology and Internet Information Services(IIS) to obtain a complete recognition and management system of license plates based on WEB. The system possesses a powerful practicality and extensibility.
