The Study Of The Etc In The License Plate Number And Vehicle Identification Methods

ETC is a large and complicated system which combines with Politic and Economic and Information Technology and Data Communication Technology, etc. Only with every part' s excellent performance in it, does the system work well.This paper takes the Electronic Toll System that has been introduced in it as example to give a good study on its key part-A system of vehicle license plate number and character recognition and auto-changing by using the techniques of Computer Image Processing and Pattern Recognition. On the base of summarizing others' methods and a lot of experiments, a new method of the computers' visual processing of the two dimension image on vehicle license plate number has been newly proved, also, a progressed method of Pattern Plate Matching and Neural Network has been executed on vehicle license plate character. Such method as non-adjoining neural network system has been introduced in the paper. Experiments have proved that all those methods can improve the recognition rate effectively.At the end of the paper, the designation and realization of an ETC Has been introduced.
