Digital management is generated by the Internet. In China,the first introducing of the "digital management" concept of Wang Li, director of UF Institute of Management, he views that the Internet completely changed the mode of knowledge and information creation, processing and transmission, also it will lead to the social and economic revolution based on the knowledge and information. Internet, interactive Web applications and e-collaboration of computer technology will fundamentally change our business model, the global network of supply chain will replace the traditional bureaucratic supply chain, and the customer management will replace the product management. The relationship between suppliers and customers will shift from product sales to customer service. Internet technology has aroused the digital revolution, and the enterprise management model will subsequently change.Digital Management (Digital Management, DM) refers to the use of computers, communications, networking, artificial intelligence techniques to quantify the managed behavior and managed objects ,it is the of management activities and management methods achieve that they realize the planning, organization, coordination, service and innovation . Digital Management has two basic meanings: First, the realization of business management activities are based on the network, that is, knowledge of business resources, information resources and wealth can be digitized; second is the use of quantitative management techniques to address the management of enterprises, namely the management of computability.In the precondition to create the digital oil field, this paper presents the digital oilfield storage and transportation production management information system that is designed by the Storage Transportation & Sales Company of Daqing Oilfield .As the Daqing oilfield's first digital long-distance pipeline,- the Gas Pipeline of Daqing - Harbin ,has completed the building of data services and systems, and the digital long-distance gas pipeline of Daqing - Qiqihar is in the experience of the digital building, this time our work is mainly the entire oil storage and transportation systems and the management of work to do a consolidation. The Digital production management system of the Storage Transportation & Sales Company of Daqing Oilfield has mainly the following four components:1. The terminal display system of hardware platform as a production scheduling command center;2. The fiber-optic network communication system of all the station library ;3. The SCADA data acquisition system that contains all the instruments on-site, job automation, real-time database, online publishing and process simulation;4. The information management system includes automated reporting, equipment management and information services;Innovations of this paper is mainly reflected in the following areas:1. To establish a starting point, high reliability, easy maintenance model for engineering industriesThe system integrates scheduling, command, management, monitoring, control and other functions into one, it realize the combination of remote scheduling and digital . In the field of the oil storage and transport,it has a wide range of industries significance ,and it can real-time integrate the images and data.2. Designing and production an automatic control system of the high reliability that can adapt to production scheduling command systemsIf the production scheduling command system metaphor of a "person's brain," then one instrument would be a "people's eyes", actuators would be a "people's hand." In order to better reflect the running state of the instruments accurately and completely to the scheduling center, and the command can reach to the valve position or pump unit as soon as. This system should perfect these unperfected instruments of the storage and transportation system of the Daqing Oilfield Company .3. Designing and configuration an intelligent information management system that adapts to automatic control systemsThe use of standardized software engineering designed methods, to ensure the quality , the reliability of systems integration, scalability and ease of maintenance.Establishing a completed production management's real-time and historical database. Design, application conditions detection and fault diagnosis expert system for providing a complete online help system is totally in Chinese.Designing and applying the databases of equipment operation and management, providing a variety of equipment's maintenance tips, records and operations recommendations.Designing and applying integrity and reasonable network security strategy: access control, data encryption, anti-virus design, etc., to ensure information security.In conclusion, this paper can integrate the entire storage and transportation operations and conduct integrated digital management in the Storage and Transportation company of Daqing Oil Field .After the implementation of digital management ,the labor of the first-line may be lower to 30% to 40%, front-line technical staff can be reduced over 50%. In the new oil fields, the establishment of process management according to the "branch dispatch center - in the reservoir area control center - in the reservoir area (post)" is a new labor organization; in the old oil ,the digital management as a platform for the phasing out of existing small intermediate station and implementation of the labor organization structure flat. Digital Management reduces administrative distance, so those small intermediate stations between the reservoir areas and storage depots are reduced ,these management staff are all reduced in these bottom units of the Storage and Transportation company of Daqing Oilfield.The Digital Management build a platform to optimize the labor organization,also this optimization letting the power of digital management released. In practice, this system achieved good results, so that the research has important theoretical significance and application value.
