Air defense concerns to people's lives and property security, and air-raid siren wired control is an important part of civil air defense construction. According to the latest requirements which were proposed by the National Civil Air Defense Office on the control system of air-raid the sirens and the circumstances of Dalian City, we design an Air-raid siren wired control and remote condition monitoring system. In this paper, we describe the system in detail from three parts which are control center, network and control terminal.In the design of main control center, we have analyzed the physical environment of the control center and the security and information. On basis of the analysis, we have designed the hardware configuration and placement of the control center. In the software platform design, we have designed a control and monitoring software platform which includes simple GIS with Java. This upper platform is in accordance with the application requirements of the control center.As the embodiment of a control method, the choice of communication network guarantees the reliability of the alarm control system. In this paper, on basis of the analysis of ADSL network and VPN technology, we propose a VPN networking program of the control network. According to the control system's requirements of security and reliability, we choose more suitable methods of encryption and transmission check which ensure the security and reliability of information transmission.Control terminal is the terminus of the whole control system, which is responsible for issuing the alarm signal and collecting the working state of alarm siren and other ancillary equipments. It is the key of the whole control system's reliability. In this paper, we describe the terminal in detail from two aspects which are hardware design and software programming. There are also a series of anti-interference and fail-safe design in the terminal. Tests show that the work state of the terminal is stable.Finally, according to the inadequacies of the alarm control system, we propose further improved methods and follow-up researches.
