Along with the rapid development of our country economic, the problem of the safety production is more and more important in the position of the national economy, safety assessment is being applied to the each profession, especially dangerous profession, such as the mine, transportation, building and chemical engineering etc. It is especially necessary to implement safety assessment in this profession.At present, the assessment of system's security status is mainly through manual method. The shortcomings are that the precision of the assessment data is low and the speed is slow and the operation is complex and so on. But they can be conquered by using the computer technology. Through it, the assessment data can be feedback timely and completely to the operator. In this work, the safety assessment support system is designed and implemented for government departments and enterprises.The paper introduces the latest theories of current safety assessment and the related assessment method, assessment process control and so on. Then, researches and studies the theory of the basic safety assessment and the status of safety assessment support system. Analysis some problems in the current process of the safety assessment prior to start report and the process of current safety assessment prior to start. To solve these problems through the transformation of existing traditional process and form a relatively complete information system that better services for the safety assessment, and effective report production process to save time and possible to reduce the process error. Basic on the analysis of feasibility and necessity of safety assessment information system, the paper has studied the basic framework composition and functional characteristics for the support systems.Combined with computer technology and Internet technology based on the solutions of the problem, Specific function modules, the overall structure and logical structure which is based on the need-analysis have been given.At the same time, the key technology for achieving the system has been studied, and given a reasonable database structure and system level.At the base of requirement assessment, determines the specific function of the system, the safety assessment prior to start information system which is based on B/S/D/C structure is constructed by using Microsoft SQL Server 2000 and .NET. Many functions of system such as online-writing, searching, management, and statistical functions are realized.This system is practical, and can satisfy the function of safety assessment report writing, search of laws and regulations, a quick browse, auditing and statistical to the general user. And can provide better management to safety assessment report data.
