Laser Communications can bring more information, can use more via to deliver engineering data. For it's extra direction and well secrecy, it be widely used in much field. this paper design a perfect framing system can be used in Atmospheric laser communication which on the background of Atmospheric laser communication.The standard that G.703 is a criterion of characteristic which related to digital system, it's also the most important and most welcomed standard. In addition, image and video contain lots of base date information which need to be compressed before transmission. based on date compress, a project set up in this paper. We emphasize the image compress algorithm of MPEG-2,besides we also design a project based on G.703,which can improve the rate of information transmit in system.
