Along with the development of urban construction, traffic signal in demand is also changing. In this thesis, based on a large number of collection and studied of literature at home and abroad, the traffic signal control systems theory were reviewed. On this basis, the thesis mainly completes the following tasks.To meet the needs of small urban traffic signal control system, this thesis designs a intelligent traffic signal control system for the medium and small cities, and introduces the whole design of intelligent traffic signal system in detail. The intelligent traffic signal control system uses two control structures, namely: regional control level and intersection control level, through the network communications enabling regional control level and control level junctions to exchange information. The design of intelligent traffic control system is divided into two parts: Traffic signal controller design and host computer management software design. Traffic signal controller design includes the design of hardware and software. Host machine management software which using modular design mainly complete display module, communication module, a program to modify the module and program optimization module design. At last, the test results show that the system can realize the sequence control of multi-phase,variable phase and remote monitoring.The thesis proposes the traffic signal timing optimization method based on adaptive genetic algorithm, and it is implemented in a simulation circumstance. Under the MATLAB environment, the method accords to the rules which make the average vehicle delay minimize in a cycle. Large amounts of simulation were executed based on the real-time traffic flow data of a practical intersection. The result indicates that it is feasible. Using adaptive genetic algorithm optimization is more reasonable and accurate way to find out the global optimal solution, effectively reducing the average delay of vehicles.
