This paper presents the design of a fuzzy traffic signal controller based on Rough Sets and the implementation of a simulate system.One of the two controllers is phase order controller. As the input of the controller, the saturation degree of each phase is determined by the number of the queuing vehicles of main phase, which is obtained by two detectors placed at the lane. The other fuzzy controller on Rough Sets is provided to get the green phase extension of current phase. Rough Sets is offered to reduce and sum up the rules of the fuzzy controller, which makes the rules scientific and objective. Simulated in the Matlab, the fuzzy controller based on Rough Sets can be proved to make the average vehicle delays in a cycle decreasing comparing to the fixed cycle controller especially when the traffic flow is high.At the end of this paper, an actual intelligent fuzzy traffic signal simulate system is afforded, in which CPU is 80C196KB and CPLD, DS1644, 8279 are the expanded chips. The hardware design and software analysis are also provided. The System may adjust the control schemes by real time traffic data, which are off-line provided by the fuzzy traffic Decision table based on Rough Sets.
